European official protests Moscow Pride ban

An official with the Council of Europe has written a letter to the mayor of Moscow asking that he reconsider his decision to ban a Gay Pride parade in the city. Giovanni di Stasi, president of the Congress of Local and Regional Authorities at the Council of Europe, reminded Mayor Yuri Luzhkov that the ban conflicts with the council's policy for protecting basic rights. Di Stasi specifically highlighted tenets on nondiscrimination and the freedoms of expression and assembly, as enshrined in the Convention for the Protection of Human Rights and Fundamental Freedoms. "The universal and inalienable nature of these rights can never be in question. In this respect the Congress, of which I am president, has long sought to improve the lot of minorities and vulnerable groups at local and regional level and promote their full participation in all aspects of civic society as valued and valuable citizens," di Stasi wrote. "I would be very grateful, Mr. Mayor, if you could envisage to review your decision, and convey to the Congress of Local and Regional Authorities further information in this respect," he wrote. Luzhkov's decision to forbid a Pride event in Moscow prompted protests in several European cities earlier this month. In addition, the mayors of London, Paris and Berlin urged him to reconsider. At least one Muslim leader in Russia, however, hinted violence would ensue if the parade was allowed to take place. The Council of Europe is the continent's oldest political institution, promoting human rights and democracy, MosNews reported. Established in 1949, the council is separate from the European Union. He said in a letter to the mayor, “The universal and inalienable nature of these rights can never be in question, in this respect the Congress, of which I am President, has long sought to improve the lot of minorities and vulnerable groups at local and regional level and promote their full participation in all aspects of civic society as valued and valuable citizens. ”The Congress was therefore concerned when it was recently brought to its attention that a Gay Pride march, scheduled to take place in Moscow from 24 to 28 May this year, had been banned by the authorities. “I would be very grateful, Mr Mayor, if you could envisage to review your decision, and convey to the Congress of Local and Regional Authorities further information in this respect.” The mayor’s spokesman, Sergey Tsoy, has previously insisted that the city would never consider allowing a parade, “The Moscow government is not even going to consider allowing a gay parade.” He claimed that the proposed event has “provoked outrage in society, in particular among religious leaders.” Tsoy said the mayor “was firm that the city government will not allow a gay parade in any form, open or disguised, and any attempts to organize an unsanctioned action will be resolutely quashed.” The Council of Europe, the continent’s oldest political institution, promotes human rights and democracy, it is separate to the European Union and was established in 1949. Russia takes presidency of the Council 10 days before the parade is due. Intervenant en marge de la conférence mondiale de l’ILGA (International Lesbian and Gay Association), cette manifestation a réuni des représentants venus des quatre coins du monde sous des slogans de solidarité et d’encouragement pour la future marche de la fierté LGBT. Face à cette foule joyeuse qui chantait et scandait, des policiers genevois anti-émeutes visiblement nerveux. Parmi les manifestants, l’un des organisateurs de l’événement intitué Moscow LGBT festival, Nikolaï Alekseyev du projet GayRussia.ru, s’est brièvement adressé aux manifestants pour les remercier et rappeler la nécessité d’un soutien international à la conditions des gays, lesbiennes et personnes transgenres de Russie.
